It's pronounce "tora", the "h" is only needed in English assignment exclusively. Also, to my (admittedly scarce) understanding of Hebrew, ה in ~ the end of a word represents a long /a:/, if the Japanese pronunciation of the mora ら in Japanese is simply a quick /a/ (vowel length is distinctive in both those languages). Sorry for the pedantry, ns guess.
